CRESTVIEW LOCAL SCHOOLS

DISTRICT WEBSITE CONSTRUCTION UPDATE


School district voters approved a 4.6 mill bond issue in November 2007 to help fund a $14.2 million project to renovate the existing facility.  Of the total project cost at $14.2 million, Crestview’s share is $6 million, with the state share at $8.2 million.

The Construction Project, a joint effort of the Crestview Local Schools and the Ohio School Facilities Commission (OSFC), results from several years of research and detailed study by the board of education, administration, employees, community members, and the Ohio School Facilities Commission.    The project includes improvements and/or upgrades in such areas as the heating and cooling system, electrical system, roofing, plumbing and fixtures, windows, foundations, walls and chimneys, floors, general finishes, lighting, security system, emergency/egress lighting, fire alarms, handicap accessibility, site conditions, sewage system, water supply, exterior doors, hazardous materials, life safety, loose equipment and technology.  These improvements will also include the vocational agriculture/industrial technology/art building.


The Project Team, charged with overseeing, planning, and implementing the project, conducts bi-monthly meetings.  School district representatives on the team are responsible for representing and making decisions on behalf of the school district in planning, design, and construction.

 

  This team consists of Superintendent Stephen W. Puchta, Treasurer Laura Metzger, Board Members John Auld and Lonnie Nedderman, Elementary Principal Kathy Mollenkopf, Junior High/High School Principal Mike Biro, Assistant Principal/Athletic Administrator Dave Bowen, Technology Coordinator Shane Leeth, Head of Maintenance  Geoff Waddles, OSFC Project Administrator Madison Dowlen, Architect/Engineer Garmann-Miller, Construction Manager URS (United Research Services).  Although the Project Team does not include teachers and other staff members, all employees will play an important part in the project design and construction and will be included at the appropriate phases of design, implementation and construction.  Input from the community will be sought as needed.


Madison Dowlen is serving as the OSFC Project Administrator.  This individual serves as the school district’s point of contact for daily communication with the Commission.  He is the sole interface for the School District, Construction Manager and the Architect.  He accommodates the unique needs of the School District within the framework of Commission policies and procedures.  Facilitation to assist the Project Team through resolution of issues will be a major role.  Finally, this person will establish goodwill, inspiration and celebration with the Project Team and the School District.


Bradley Garmann, the principal architect for Crestview’s project, is a lead partner with the firm of Garmann/Miller of Minster, Ohio. 
The architect is involved in developing the Program of Requirements for the project, thus along with his or her consultants, the architect is responsible for the documents that are developed during design and that are ultimately used for the construction of the project.


URS, the construction management company, has offices in Toledo, Ohio, and Columbus, Ohio, as well as other locations throughout the United States.  Larry Parks of Maumee, Ohio, is the project manager.  The Construction Manager (CM) plans, coordinates, manages, and directs all phases of the project. He oversees all aspects of the building project and acts as the on-site representative of the Commission during construction. The Construction Manager neither provides design services nor actually performs the construction on the project.
